中文摘要 | 英國於一九九五年所公佈的幼兒教育券計畫,其目的是希望經由教育券的發放,增加幼兒公平且多元的受教機會,以提昇國民的教育品質。該計畫內容色括:所有四歲幼兒的家長都可以申請幼兒教育券,為使幼兒在五歲接受義務教育前,都能在幼兒教育機構接受三個學期、每星期五天的高品質幼兒教育。 然而,英國四歲幼兒教育券計畫並沒有達到之前所預期達到增加家長選擇權、幼兒教育機構多元發展與高品質幼兒教育的目標。計畫失敗的最主要原因在於保守黨政府導入太多傳統市場概念到原本已經存在許多不合理狀態的幼兒教育生態中,而沒有注意到應該利用這個機制增加幼兒教育機構合作的機會。 由本文探究結果得知,參酌英國幼兒教育券計畫實施之經驗,在「幼兒教育券實施現況」方面,可參考英國幼兒教育機構有條件參與幼兒教育券計劃與每年視導維持參與資格的規範機制;在「幼兒教育券發放方式」方面,建議簡化幼兒教育券使用程序與增加政府教育券經費撥付處理的效率;最後,在「幼兒教育券實施成效」方面,分別針對增加家長教育選擇權、幼兒教育機構多元差異與提昇幼兒教育品質提出建議。這些經驗對我國目前實施之幼兒教育券政策皆有許多值得參考之處。 |
英文摘要 | This paper presents an evaluation of the voucher scheme for 4-year-old children introduced during 1996-1997 in England and Wales. The scheme is evaluated in terms of its stated objectives of promoting parental choice, a diversity of providers and high standards of education. It is concluded that the scheme failed to meet its key objectives. The failure of the scheme can be attributed to the Conservative govemment's attempt to introduce too many aspects of the conventional market into the pre-school sector without giving adequate attention to the mechanisms necessary to ensure coordination and planning. The Nursery Voucher Policy in Taiwan has been put into practice for one year since 2000. In order to improve the implementation of this policy to match the ideal of education and to understand the opinions of the publics to the policy, this study plan to evaluate the implementation of Nursery Education Voucher Scheme in UK. Hope this experience in UK wiII give practical advice to help the Nursery Voucher Policy in Taiwan achieve the anticipated objectives. |
