中文摘要 | 為探究何以基隆港自實施棧埠作業民營化兩年來,貨櫃裝卸作業時間並無明顯之降低。本研究首先將貨櫃裝卸作業分解為:實際貨櫃裝卸作業、候船靠泊、撤障排除、升降吊臂與吊艙蓋、候車候櫃等5個互斥的作業項目,其中除候船靠泊與候車候櫃與裝貨櫃民營化無直接關仯外,其餘3個項目與棧埠作業民營化有關,且在民營化後,作業時間都有明顯之減少,故民營化之麥果是存在的。但因基隆港後線不足以及外圍交通狀況之惡化,使得候車候櫃之時間迅速增加,而抵銷了棧埠作業民營化在貨櫃裝卸時間上之效果。因此,候車候櫃時間實為基隆港貨櫃卸作業效率上之瓶頸。 |
英文摘要 | For investigating the reason why the container handling time has not improved significantly after the warehouse operation privatization, we divide the container handling operation into 5 mutually exclusive job items: actual container movement, waiting for ship, damage resolution, hoisting of arm and hatch lifting, and waiting for container and truck. Except waiting for ship and waiting for container and truck, the performances of other 3 items are related with the privatization. It is found that the time of these 3 items has improved significantly in the last two years after privatization, this means that the effect of warehouse operation privatization on the time reeducation of container handing is existence. But the narrowness of back yield of Port Keelung and the deterioration of the Keelung traffic making the time of waiting container and truck increase dramatically that almost excess the time reduced by the 3 items related with privatization of the container handling operation. This implies that the waiting for container and truck is the container handling bottleneck of Port Keelung. |
