中文摘要 | 本研究主要目的,係透過文獻探討與個案分析來探討我國教育政策合法化的過程、影響因素,以及我國教育政策合法化的啟示。首先,探討教育政策合法化的意義。其次,分析我國教育政策合法化的過程及其影響因素,以作為個案分析的基礎。再者,以「師資培育法」為個案,分析該法案合法化的過程及其影響因素。最後,針對文獻探討與個案分析的結論,提出幾點啟示,以作為改進教育政策合法化的參考,包括:一、教育政策合法化準備作業應有周詳性與整體性的規劃;二、建立民眾參與教育政策合法化的制度;三、善用各種傳播媒體與管道的行銷理念,促進法案順利制定;四、教育政策合法化過程人員參與應多元化與資訊應公開化;五、加強學術專業團體對教育政策合法化的影響力;六、瞭解與掌握教育政策合法化的過程與影響因素;七、鼓勵從事教育政策合法化方面的研究。 |
英文摘要 | The purpose of this essay is to discuss the process, influenced factors and some suggestions for improving in educational policy legitimation by literature review and case study. First, to discuss the function and meaning of educational policy legitimation. Second, to analysis the process, influenced factors of educational policy legitimation. Third, to analysis the process, influenced factors of educational policy of the Teacher Preparation Law. Finally, according to the finds and results of literature review and case study, the following some suggestions for improving educational policy legitimation: 1.The prepared job of educational policy legitimation should be detailed and integration. 2.to build the system of participation of educational policy legitimation. 3.to use kinds of mass media and ways to push the law is ordered s planned. 4.The process of educational policy legitimation should be opened and participating persons and represents should be added. 5.to elevate the influence of the academic group in educational policy legitimation. 6.to understand and control of the process and influenced factors of educational policy legitimation. 7.to encourage the study of the aspect of educational policy legitimation. |
