中文摘要 | 中央政府播遷來臺五十一年,其間雖歷經六次修憲,但對僅次於修憲的重大政治 工程 -- 行政區劃卻從未作有系統的規劃與執行。而影響政經社會資源均衡分配的「選區重 劃」( reapportionment )也從未實施。 我國過去所執行的行政區劃,屬於「逐步漸進式 」( incremental )的行政區域調整。 本計畫所探討的則屬於「全面廣泛式」( comprehensive )的行政區域調整。 本計畫所採取的新規劃途徑,嘗試將現行縣市與鄉鎮市疆界打散,重新劃分新的縣市政府行 政區域,同時將現行鄉鎮市移併納入新劃分的縣市政府,使中央與地方成為兩級政府。然後 規劃地方政府「最適」人口規模。經由「最適」人口規模計算出「最適」地方縣市政府總數 。 吾人期望經由此一新的規劃途徑能使「行政區劃」與「選區重劃」畢其功於一役,也使我國 政經與社會資源獲得更合理乏分配。 |
英文摘要 | The Central government has embarked on constitutional reform six consecutive times during the recent years, but it has not undertaken a systematic planning and implementation regarding the demaraction of administrative areas in Taiwan and the offshore islands. Furthermore, it has never attempted to envision a reapportionment plan (i.e., the redrawing of electoral districts), making more balanced allocation of political, economic and social resources in this country. During its 50-year rule of the Republic of China on Taiwan, the KMT government has initiated several "incremental" "patchwork" adjustment of administrative areas. Our research project, however, attempts to pursue a "comprehensive" approach toward demarcation of the administrative areas. Our new planning approach consists of the following components: (1) Break down the boundaries between current counties/cities, boroughs/towns and then redraw administrative areas for counties/cities; (2) Drop the current independent status of borough/ town as a separate administrative unit and put it under the roof of the new demarcated counties/ cities, to make borough/ town one of the departmental branches of the county/ city government. As a result, there will be only-two-levels of government in this country--the Central government and the county/ city government; (3) propose "optimal" population scale for each county/ city. The total number of counties/cities can thus be calculated through "optimal" population scale. We expect that our new planning approach will solve both the "demarcation of administrative areas" and the "reapportionment of electoral districts" problems and that political, economic, and social resources in this country can be allocated in a more balanced and rational way. |
