中文摘要 | 在公元2000年,對一組織經營而言,資訊科技╱資訊系統的開發變的越來越重要。由於資訊科技╱資訊系統的運用趨勢,國防耜也增加其其投資比重,例如,90年代陸、海、空軍分別編列預算建構管理資訊系統,後續對專案計劃的脫資也將於新世紀的來臨持續進行。有兩個基本的投資問題要考慮;第一,如何選擇值得投資之資訊科技╱資訊系統;第二,如何確保整個專案是值得投資的?最常用的方法是在專案規劃及執行階段的成本與利益評估。然而,在新資訊系統的利益允諾增大的情況下,如何評估將具有更高的挑戰性,通常在強調策略與投資利益上,或對企業整體之影響。探討評估效益是本計劃的主要目標,由調查現行之評估方法著手,再提出「連續性評估方法」對資訊科技╱資訊系統的效應 本論文結構如下:第一節作問題定義,第二節作現行評估方法調查報告,第三節描述「連續性評估方法」的解決方案,第四節則提出研究方法及未來工作。 |
英文摘要 | Information Technology/ Information System (IT/IS) are getting more important for an organization to run the business in the 2000's than ever before. Due to the trend of the IT/IS applied. Then Ministry of National Defense is investing more on IT/IS to help our national defense. For example, the MIS projects from Army, Navy, and Air force were constructed in the 1990's. the continuous project is expected to become even more pronounced in the new millennium. Two basic investment problems are typically faced: first, how to select an IT/IS project that is worth investing in; and second, how to ensure that a completed project is worth the investment. To solve these two problems. The general way is to evaluate a project's costs and benefits both in the planning and the post-implementation stages. However, the tasks of evaluation are increasingly challenged by the broad benefits that new IS applications promise. They often tend to emphasize strategic and other qualitative values of investment; furthermore, they promise organization-wide impacts that are not easy to foresee. To evaluate the investment of IT/IS is the main focus of this project. We make the investigation on current methods of IT/IS evaluation and provide "continuous evaluation" as the method for the information system in the aspect of defense Technology. This paper is organized as followed: the problem definition will fit in the section 1. Several methods currently used have described in section 2. Section 3. contains the solution framework, "continuous evaluation". Finally, we give the description of the proposed method and future work for this project in section 4. |
