中文摘要 | 為達成永續之發展,農業經營方式必須改革,以確保長期的利益。永續農業的觀念涵蓋經濟性、生態性與社會性層面。台灣的農業制度已融入生態因素,以維護長期生產力與利益,並使環境污染減至最低程度。 本文探討台灣為達成農業永續發展所採行之作物生產制度、水土資源管理、有機農業以及植物保護。永續農業之策略不應純從西方引進,亞洲國家應發展適合當地環境之農業制度。亞洲地區具有西方國家所未有之問題與資產,許多熱帶國家糧食短缺,而須以糧食增產為首要目標,亞洲地區擁有西方所缺的一種資產為堅實的農村文化,傳統的社區人群在經濟上與社會上同具重要性。 資訊為永續農業最重要投入要素之一,亞太糧肥技術中心為一國際性農業資訊中心,企圖藉蒐集與傳播永續性農牧生產技術、土壤與肥料管理、以及動植物病蟲害防治等資訊,促進亞洲地區農業的永續發展。良好的資訊可供農民參採,據以永續利用農業資源,確保其生產力,並使農民堅信增加所得而非產量為其最終目的。 |
英文摘要 | To achieve sustainable development, we need a new paradigm that looks beyond the maximization of short-term profits. The concept of sustainable agriculture embraces economics, ecological balance, and rural culture. In Taiwan, agricutural systems are now integrated into ecological processes to maintain profitable production while minimizing environment pollution. Slopeland use, crop production systems, soil and water management, organic farming and plant protection for sustainable agriculture in Taiwan are described and discussed. Strategies for sustainable agriculture must not simply be imported from Western countries, but developed in Asia so it is suited to its conditions. Asia has both problems and assets lacking in the west. Many tropical countries still have food deficiency necessitating a focus on increasing food production as the primary goal. One major Asian asset largely lacking in the West is the strong-shared culture of rural villages, and the tradition of communal work groups that are as important socially as they are economically. Information is one of the most important inputs in sustainable agriculture. FFTC as an international information center hopes to promote the development of sustainable agriculture in Asia, by collecting and disseminating sustaniable technologies of crop and livestock production, soil and fertilizer management, and plant and animal health. Better information gives farmers more options in making productive and sustainable use of their resources, keeping firmly in mind that increases in income, rather than increasein yield, are the final goal. |
