中文摘要 | 臺灣是屬於海島型的國家且各種天然災害容易頻傳,每當重大天災來臨時均造成民眾的傷亡及國家經濟、社會、環境上的損傷,其中更以風災及水災最為嚴重。近年連續不斷的天災造成嚴重之生命財產損失,建立起有效的水資源管理是當前規劃者所須努力之方向。 德國採用還地於河的規劃方式,以大自然的土地來承受天然災害,將於河川內奪取之空間還於河流。德國土地政府透過土地重劃的手段來取得河川緩衝區所需之土地,以永續發展的理念將河水緩衝區提供成為休閒和自然生態維護之場所。臺灣防洪之問題,以德國之經驗應採用以永續性、符合公眾利益、維護人性尊嚴的方式來處理,以永續發展作為規劃之理念,建構完善的行政組織架構、擴大河道行水區空間、國土規劃與土地資源計畫需相護配合等方向。 |
英文摘要 | Taiwan is classified as an island nation with frequent of various types of natural disasters. Whenever a major natural disaster occurs, it causes casualty on civilians and damages on the nation's economy, society, and environment. Among natural disasters, wind and flood disasters are most serious. In recent years, continuous occurrence of natural disasters has caused losses of lives and assets severely. Therefore, the establishment of effective water resource management is the goal that present planners should strive for. Germany adopts the planning policy of return-land-back-to-river, using natural lands to endure impacts from natural disasters and returning spaces that once belonged to rivers. German government obtains river buffer zones through consolidation of lands, and applies the concept of sustainable development, which the river buffer zones have become a place of leisure and natural ecological preservation. As for Taiwan's flood control problems, it should adopt experiences from Germany, and resolve the problem in concerns with sustainability, public interests, and maintain human nature dignity. The solution should apply sustainable development as the idea of planning, then structuralize ideal administrative framework, expand the space of river zone, and also requires coinciding with the national planning policy and land resource planning policy. |
