中文摘要 | 科學創新的散播必須有品質控制的機制,由於同儕評審制度的偏差,近年來以科 學計量法做為學術評估的工具被普遍採用。科學計量法以分析被引用的數據為主,尤其是期 刊影響係數,而《科學引用文獻索引》( SCI )是重要的數據來源。 本文探討以同儕評審 與科學計量法評估研究表現之優劣,並由前人的實證研究發現,兩者有高度相關,科學計量 法可說是客觀的量化指標,可作為傳統專家評鑑方式外的另類選擇。 |
英文摘要 | The mechanism of quality control is necessary in the process of the diffusion of scientific innovation. Due to the deviation of reliability on the peer review system, the scientometrics has been widely adopted as a popular evaluation tool besides the peer review system in recent years. Scientometrics is based on the citation analysis, especially the journal impact factor. (Science Citation Index) is the important data source for this information. This article compares the use of citation as an evaluation method with peer review. Past studies show that the two processes are highly correlated. Therefore, scientometrics, an objective quantitative indicator, can be used as the alternative method in addition to the traditional expert judgment of research performance. |
