中文摘要 | In 1985, the United States and Canada concluded a bilateral Pacific Salmon Treaty to govern the conservation, management, and allocation of the five main salmon species originating in inland rivers of Oregon, Washington, Alaska, and British Columbia. During the period of time between 1985 and 1991, the two countries were able to reach agreements to adopt measures to conserve and manage the Pacific salmon stocks in accordance with the 1985 Pacific Salmon Treaty. However, beginning in 1992, the two contracting parties disputed over the interpretation of the principle of equity provided in the said treaty. They also quarreled with each other over the issues concerning conservation. allocation, and interception of the Pacific salmon resources. In the summer 1994, Canada charged U.S. fshing boats an unprecedented license fee to travel through the so-called "Inside Passage" to Alaska to fish for salmon. In July 1997, the angered Canadian fishermen blockaded an Alaska vessel from entering the Canadian waters, which caused tension between the United States and Canada. Beginning in lggg, the two countries entered into serious negotiations and finally reached an agreement in June 1999 to govern the conservation, management, and allocation of the five main salmon species in the Pacific coastal area.
