中文摘要 | 在電力工業解構的發展過程中,對於垂直整合的電力公用事業體開放零售代輸可 以促進發電廠之間的互相競爭。無論未來規劃分散式電源的開放容量或是在線上即時評估代 輸契約的容許流量都須要估算輸電網路的增量輸電能力。由於待評估的系統網路匯流排以及 待評估的代輸契約為數甚多,對於增量輸電能力之評估必須發展快速估算方法。本文設計符 合上述所需的增量輸電能力快速估算方法,並經測試於實際的臺電系統數據,驗證這些方法 在計算上非常快速。有關分散式電源規劃,在匯流排開放容量評估方面,本論文方法的最大 誤差小於 4%。 有關零售代輸潮流評估,在輸電能力的即時估算方面,本論文方法的最大誤 差小於 0.074%。在未來的實際應用上,這些誤差皆在合理而可予接受的範圍內。 |
英文摘要 | Within the environment of power industry reconfiguration, retail wheeling is effective in assisting the vertically-integrated utility to transit into a competitive market for power generation. The capacity planning of dispersed generation units (such as co-generators) for retail wheeling, and the on-line assessment of wheeling contracts both require the evaluation of incremental transmission capability (ITC) of the network. Because of the vast number of network buses and possibly vast number of wheeling contracts under evaluation, fast computation for the ITC evaluation is imperative. This paper presents fast computation methods, which can meet these requirements, by investigating the test results on the actual Taiwan power (Taipower) system data. According to the results, the methods are extremely efficient in computation and the maximum estimation error is less than 4% in the bus capacity evaluation for dispersed generation planning and 0.074% in the ITC evaluation for online assessment of retail wheeling, which are reasonably acceptable in practical applications. |
