中文摘要 | 終身學習理念自六0年代即受到國際組織的大力倡導,至今,終身學習的重要性 與時俱增,終身學習不但成為許多國教育政策的最高指導原則,對大學教育改革與推廣教育 的推展亦帶不小的衝擊。在終身學習與回流教育的推動下,歐美許多國家的大學教育已漸漸 向以成人學生為主體,大學的推廣教育也擴展其原有的非正規教育的屬性,成為成人終身學 習的重要場所。因此,大學推廣教育為成人提供進修大學的學位課程、學分課程與非學分課 程,其入學方式、課程、教學以及學制設計等,都歷經頗大的變革。近幾年,在瑞典、英國 、美國和澳洲等國,成人學生佔高等教育機構學生的比例節節上升,幾達百分之四十至六十 之間。 反觀臺灣的情形,大學推廣教育在過去一直定位在大學為社會大眾提供的非正規教育, 政府補助的經費極少,提供正規學位課程的大學夜間部則因有入學考試的限制,成人就讀的 比例只有百分之十左右。同時,推廣教育因缺乏完整的法令和政府的經費投入,一直以實用 和職業取向的課程掛帥,忽視博雅教育的重要性和大學服務社區的任務。檢討了上述現象和 問題之後,本文建議應將終身學習的理念納入臺灣高等教育和大學推廣教育的改革之中,讓 高等教育與推廣教育重視成人的入學和終身學習,促使終身學習社會理想的實現。 |
英文摘要 | The idea of lifelong learning has been promoted by some international organizations since 1960s. By now, the importance of lifelong learning was still increasing and well recognized. It not only became a topmost guideline of educational policies in many countries, but also brought challenges for university reform and extension work. While policies of lifelong learning and recurrent education have been implementing, there is a significant increase of adult students in universities and colleges in Europe and North America. University extension also extends its characteristic of nonformal education to include formal education for adults. And universities became important institutions of life long learning for adults. In Sweden, United Kingdom, United States and Australia, the proportion of adult students in higher education has been very high, almost around 40 to 60 percent. In the case of Taiwan, university extension has been seen as nonformal education for adults with little government funding for many decades. Even in the evening schools that offer regular degree courses, the proportion of adult students in only 10 percent because entrance examination hinder the entry of adults. Besides, since there is a lack of comprehensive regulations and constant funding for extension activities, programs in university extension were dominated by job-related and practical courses. Liberal education and community services were mostly ignored. It is suggested that lifelong learning should be incorporated into scheme of educational reform and become an evolving force for the development of university extension. |
