中文摘要 | 能源危機發生後及近期地球溫室效應環保意識抬頭,再生能源之利用日益受重視, 除了水力以外其中又以風力發電技術最為成熟。澎湖地區風力資源豐富,本公司已完成澎湖 本島風力發電計劃相關工程規劃,擬定民國九十年四月於澎湖本島白沙鄉中屯村北部濱海處 設罝四座單機容量600KW之風力發電機組,總裝置容量約為2.4MW之風力發電廠,預估 年發電量7.62百萬度,相當於發電燃料油1967公秉,本計劃可行性研究結果顯示雖然現階 段於離島地區應用風力發電技術可行,然經濟誘因尚不顯著,惟以能源多源化與開發自產能 源及環保因素加以考量,適度開發離島風力發電應有積極正面意義。本文將整理台電公司歷 年來從事風力發電工程規劃應用之心得,就教於各位先進,俾供日後訂定風力發電可行性規 劃準則參考。 |
英文摘要 | After two oil crises in 1970's the environmental protection problem and climate exchange are considered to be the most important topics through the world. The usage and development of the renewable energy thus become more attractive. Taiwan area endows with limited nutural resources. However, wind energy is seemingly to have the potential to be developed, specially at the Peng-Hu islands. Afeasibility study of Peng-Hu Wind Power Project was finished in middle of 1996. The proposed power plant located in the north part of Chung-Tung will have four 600kw horizontal upwind type wind turbine units rated 2400kw in total. Annual generation power output of 7.62 million kwh is estimated and the relative fuel saving on the diesel oil is 1967 KL accordingly. The project is scheduled to be completed in April 2001. To compare with the diesel power system in the same period, it is found that the proposed wind power project is technical feasible but is not economical. With the view point of energy diversification, the development of indigenous energy resources, and environmental protection, the wind power project still have its positive and unaccountable benefits. Tthus, the project is recommended to be proceeded in sequence. This paper summarize Taipower's wind power project planning experience during the recent years as the reference for the wind power project planning criteria. |
