中文摘要 | 隨著電業環境的轉變,台電公司所面臨的挑戰更大,而藉著瞭解各種不同發電組 合下的發電成本,並透過價格訊息的反映,可使資源利用獲致更佳效果。因此,本研究的目 的即是以台電公司現行會計制度為基礎,進行不同發電組合與發電成本的相關分析,主要想 法即在於使經營決策者藉著對過去營運績效狀況的瞭解而有助於未來投資策略的規劃。 本研究在進行分析時,係以台電公司會計處的機組單位發電成本之分攤模式為基礎而導 出小時別平均發電成本;從實證結果可知,影響當年度機組或發電廠平均發電成本的因素主 要有機組檢修排程、容量成本的分離與燃料成本,進而影響各種發電組合中機組調度運轉情 況及其發電成本。 同時,若將所有相關成本資料與分析結果整合成視窗式簡單人機操作界面,對提供相關 使用與管理階層作為參考有相當助益。 |
英文摘要 | Inasmuch as Government's allowance for private power generation, it is expected that the whole electricity industry will become more competitive. In other words, the calculation of generation costs of Taipower Company, under the current operations, will become more complicated because of the entrance of IPP (Independent Power Producer) and co-generation. Hence, this will bring Taipower some new impacts on the operations, profits, and the management in the future. To sum up, the ways to accurately calculate different bundles of generation costs of Taipower not only have and influence on the benefits among Taipower and other power producers but also influence the efficiency of using energy as a whole. Since different bundles of assigning generators have different generation costs, in this study we employ the notion and approach of marginal cost, with the basis of Taipower's current accounting system, to analyze the relationships among different power-producing bundles and generation costs. In addition, we compare this with the other way of calculation unit costs from hourly capacity costs. And, from observing the results, we find that the main factors influencing yearly generation costs are O&M Scheduling, capacity cost and fuel cost. Finally, by building a computer analysis model, we are able to show the results derived form analyzing the relationships among different power- producing bundles and generation costs in window interface style, and provide them as the references for decision-making of Taipower's Managers. |
