中文摘要 | 本文試圖從近來的教改建設、諮議、民間訴求與官方政策及相關辦法以及教育部 近年來的改革方案,尋繹並歸納臺灣教改已經或可能呈現的新趨勢。並依學理擬具教改原則 ,據以評析此等趨勢並略述應走的方向。其主要結論:(一)教育改革應遵循十一原則。( 二)高等教育在數量方面仍會繼續增加,應作適當的調適;在質的方面應加速分化,使高等 教育類型化,作特色發展。(三)後期中等教育各類學校結構比例正在大力調整,宜保持更 大彈性,暢通互轉管道,未來可能漸轉型為綜合高中,惟精緻型高中及高職仍應維持,在變 革過程中,尤須避免高職因被架空,而造成教師轉介的困難。(四)在進路與入學管道方面 ,目前已漸漸趨向多元化,惟應在確保公平性之下,來精密多元化管道的設計,俾利選擇功 能的發揮,並利教育機會均等的實踐。(五)國民教育的改革,未來重點將移向課程與教學 的嘗試與創新,以及學習環境及經營管理的改善。(六)在師資培育方面,教育學程應致力 文化建設,應作精緻型的發展,且力求師資進修課程彈性化,俾利於教師專業成長。 |
英文摘要 | This paper was attempted to explore and evaluate education reform of Taiwan in the present and near future by review of all the related documents, the proposal concerned, and the reports developed by the civil organizations, the pressures exerted from pressure groups and, also, the white paper opened by the government authority. Based on literature review and theoretical foundation, this author set forth 11 cardinal principles as the guideline against which to evaluate and to criticize those reform trends and policies. The conclusions can be drawn as follow: 1.Eleven principles should be followed closely in the process of making decision on education reform policies. 2.Higher-education quantitative growth is moving too fast to halt. Differentiation and stratification in quality is a strategy helpful to attenuate the pressure and crisis resulted from over-fast expansion. 3.Post-compulsory education structure is to be reexamined and reconstructed. Multiplication, specialization and comprehension are expected. However, quality academic high schools and elaborated technique vocational schools still be reserved as comprehensive school is planned to become the typical school in the near future. 4.As multiple channels for students to enter college and higher school are proposed on the way to taking over the Joint Entrance Examination, instead, equity and quality is top priority to be concerned and be constructed. So that egalitarianism will not be sought at the expense of "excellence" and "selection" function. 5.In compulsory education, curriculum design reform and school-based management improvement innovation are the foci for future Taiwan education reform. 6.Teacher educational program set up under "Teacher Education Act" in the universities and colleges remains to be improved through cultivating pedagogical profession culture in the university campus while on-job teacher program will be strengthened more than before to facilitate teachers' professional growth upon the demands of educational reform. |
