英文摘要 | The cadres' exchange system is a very important methods to supervise and control cadres of Chinese Mainland, the objective of this system is to avoid and restrict vicious development of the factionism. Since the 90's, along the "Jiang's core" collective group is taking shape, the PRC stressed that it will strengthen the force and width of cadres' exchange. This cadres' exchange system derived from the beginning of 1960s, a circular called "Concerning Exchange the Main Leading Cadres of All level Party's Departments by the Order and with the Plan", which was passed by the 10th Plenary of 8th Central Committee of Chinese Party, on September, 1962, this circular has made a very clear regulations about objective, target, limits methods and other concerning items. But, owing to the turbulence of "cultural revolution", the regulations of this circular did not put into effect. Recently, the Central Committee of Chinese Party released a new circular called "Work for Party's Leading Cadres Exchange Provisions", is a summary for the past experience of cadres' work, it set a regulation that five levels of cadres can not exchange, including: county's (section) leaders whose ages are over 50; cadres can not work normally due to the healthy factors; cadres are not qualified by being checked on; cadres are investigated by the party's organization, their cases still have no conclusion; other reasons for cadres' exchange. However, there still faces a lot of resistance for Chinese Mainland to improve this cadres exchange system, there still has subjective conscious boycott and objective systematic drawback, all of these problems can not be controlled by the Chinese Communist Party. So, when Chinese Mainland improves this cadres exchange system, its prospect can not be judged optimistically. |
