中文摘要 | 為整合教育研究資源、進行教育調查研究、提供教育決策諮詢、促進教育研究品質,籌設教育研究院之迫切性與必要性近年來一再被提及,主管教育行政機關也多次籌開會議並委託相關單位就籌設教育研究院之必要性與可行性進行討論與研究。為期提昇教育研究水準,促進教育學術與教育專業發展,從事長期性、系統性、與整體性教育研究,帶動我國教育改革與進步,成立國家級教育研究院,並促其發揮教育研究功能,實有必要。本規劃旨在分析籌設教育研究院之前,如何就現行相關單位加以整併,確定相關單位功能、資源等得隨單位整併順利移轉,以整合教育資源並確保教育研究院的效能。是以,本規劃主要採取之研究方法有三:一、文獻探討;二、文件分析;三、訪談。 為期規劃結果具體可行,本規劃兼重現況分析,文獻探討、整併可行性評估等三大層面。首先,採取文件分析,就可能整併之相關單位功能、人力、經費現況加以探究;其次,探討組織機構整併之相關文獻;再次,經由文件分析與訪談所得,提出各可能整併單位之功能、人力、經費之移轉建議;最後輔以現況探討、文獻分析、訪談等所得,提出九點有關整併各相關單位可能遭遇的困難,並研擬十三項整併各相關單位應採行之配合措施,以供主管教育行政機關決策之參考。 |
英文摘要 | Lately, the urgency and necessity of establishing an educational research institute (ERI) has often been discussed with a view to integrating the educational research resources, proceeding with the investigation of education, offering educational consultancy and promoting the quality of educational research. The educational administrative organizations have held many meetings and entrusted related institutes to discuss and research the necessity and possibility of establishing an ERI. In order to promote the educational research level, improve the professional development, engage in the long-term, systematic & whole research, and encourage the educational reform and progress in our country, it is necessary to establish an ERI of national level for performing its function of educational research. The purpose of the research is to analyze how to integrate the present related organizations and ensure the smooth transfer of their functions and resources in order secure the effectiveness of ERI. The main research methods include literature review, analysis of documents, and interviews. The research pays attention to the analysis of the present situation, literature review and the estimation of the possiblity of integration. First, the function, members & budget of integrated related organizations are investigated. Secondly, the relative literature about them is studied. Thirdly, we suggest how to transfer the function, members and budget of integrated organizations. Finally, we point out nine items of difficulties and draw up thirtenn treatments to the educational administrative organizations for reference. |
