中文摘要 | 內政部自1991年起即擬全面實施容積率管制以提高都會的生活品質,但由於種種 反對聲浪,截至1998年止,全臺都市計畫總面積中約七成五實施了容積率管制。政府政策 的猶疑不定造成建商大量搶照、搶建,以致房地產市場嚴重供過於求。行政院1999年2月24 日之第2617次會議通過將限期各縣市全面實施容積率管制,內政部3月15日決定1999年5月 底前在全臺都市計畫區域內全面實施容積率管制。本研究的主要目的即在以均衡靜態之經 濟模型、並以臺北都會區為例探討全面實施容積率管制對都會區地租的效應。模型的結果 顯示容積率的全面實施對平均地租並無確定性的影響,但會造成接近市中心區域地租之降 低。 |
英文摘要 | Ministry of the Interior (DOI) has considered to implement floor area ratio (FAR) control everywhere in Taiwan since 1991 in order to improve the residential quality. Due to various impediments, FAR control is a mandatory requirement in 75% of city plan area at the end of 1998. The building industry rushes to obtain permits and constructs housing facilities before the imposition of FAR control during the last several years. This leads to a serious supply sumplus in the housing markets. On the 24nd of February 1999, Executive Yuan decided to command local governments to fully implement FAR control before a planned date in order to reduce the housing supply. Then at March 15, DOI announced complete execution of FAR control in the city plan area before May 31, 1999. The main purpose of this study is to explore theoretically the effect of full implementation of FAR control on land rent in the Taipei metropolis. Simulation results suggest that fully implementing FAR control will cause average land rent either to rise or fall, and land rent at the area near the city center to decline. |
