中文摘要 | 臺灣毛豬產業產值占國內農業產值及農產品出口值的重要地位,除了供應國內需求 之外,並且大量出口到日本。 然而,不幸的是,臺灣於 1997 年 3 月爆發了毛豬口蹄疫傳 染病。此一事件導致受到口蹄疫感染豬場之豬隻遭受撲殺的巨大損失,同時毛豬產地農場價 格低落,影響毛豬生產者的收益。此外,依據國際畜疫會規定而停止豬肉的出口,亦造成農 產品出口值的減少。因此,政府正實施口蹄疫的防疫對策,本研究之主要目的乃為評估毛豬 口蹄疫防疫對策之實施對國內毛豬產業之影響,更擴及討論日本可能採取之貿易行動之經濟 效果。研究結果顯示,口蹄疫爆發之各項防疫對策之目標盛行率與毛豬生產者之豬隻飼養成 本有關,而豬隻飼養成本下降對毛豬生產者之福利變動率大於其對豬肉消費者之福利變動率 。 此外,日本禁止臺灣豬肉輸入的措施影響最大,此一非關稅障礙相當於 32% 之關 稅障礙之效果。 |
英文摘要 | Taiwan's hog industry is important in terms of production value and export value. Unfortunately, in 1997, there was an outbreak of foot and mouth disease (FMD) which resulted in tremendous damage to the industry. Hog farmers have suffered great losses due to the cost of slaughtering infected hogs and reduced revenues in the hog market. Furthermore, all pork exports are prohibited according to the Office International dea Epizooties (OIE) regulations. Consequently, the FMD eradication program in Taiwan is being considered for implementation. The objective of this paper is to evaluate the economic impacts on hog industry of FMD control programs as well as the possible trade actions imposed by Japan. An econometric model including meat consumption and hog production was employed to evaluate the welfare impacts of the FMD epidemic. The changes in producer's gains/losses and consumers' gains/losses are measured under different scenarios for each disease prevention program. The economic impacts of possible trade actions taken by Japan are also considered. The objective target range of the FMD control programs will correspond to the weighted average costs for raising hogs. The reduction of weighted average costs for hogs affect the profits of hog producers more than the benefits to the consumers. Yet the most serious impacts comes from the trade action of the Japanese prohibition of Taiwan pork imports. This has the equivalent effects of a 32 percent tariffbarrier. |
