英文摘要 | During the last two decades, international memorandums of understanding on port state control (PSC) have been developed in many regions of the world. These memorandums address issues concerning maritime safety, efficiency of navigation and prevention and control of marine pollution from ships. Based on the Paris MOU of the European port state control policy, this study analyzed the development, control procedures and control figures under the implementation of regional port state control. The performance of ships flying the Taiwan flag in different PSC regions was assessed, and the study also explored problems and solutions for Taiwan's shipping industry under the global port state control policy. |
