中文摘要 | 不動產開發過程常採用土地開發分析法對開發用地之合理取得價格進行評估,本 文先分析土地開發分析法理論上具備之功能,並運用實務案例調查與個案分析,探討此方法 於不動產開發實務上之功能,研究結果印證此方法於臺灣不動產開發之實際運用上符合理論 所述,惟本研究亦發現實務之運用上並未完全達理論上所具有之功能,運作上並存在許多缺 陷需估價業者與政府共同努力克服。如此才能有效協助開發工作之進行及健全政府對土地開 發行為之管理,並可進而將此工具推廣運用於多項新政策之運作上,如推動民間參與公共建 設,開發許可制度下變更回饋,及以權利變換進行都市更新等。 |
英文摘要 | Real estate developers usually commit the tasks of market analysis, profits assessment, and, appraising the reasonable price for buying development sites to property professionals (mostly appraisers). The Land Development Analytic Method (or the Hypothetical Development Method) is one of the most important instruments being used by appraisers. This paper begins with a discussion of the theoretical functions of this instrument provided in land development projects. Then, through survey and case studies, this study further investigates its practical functions. The conclusion is that this instrument used in Taiwan's land development process match the method's theoretical functions. However, the study also reveals that there have some gaps between theory and practice as well as exist some operational weaknesses that should be solved by appraisers themselves and government. Only through this kind of endeavor, this instrument can provide significant functions in the development process, and assists government management the operation of land development. Furthermore, it can expand the utilization of this instrument to certain kinds of new policy, such as enhancing private sector involving in public projects, development permit, and property right transferring method in undertaking urban renewal. |
