中文摘要 | 在環境意識日漸升高的今天,飛機起降所製造的噪音,不但會干擾附近居民的日 常生活,也間接影響居民的財產價值,形成所謂的「地方化之外部效果」。據此,本文採取 特徵價格法,估算民國79年臺北松山機場噪音對附近住宅價格之影響程度,以提出相關的 環境政策與建議。實證結果顯示:松山機場噪音對於平均房價NT$551萬元之附近住宅的噪音 貶值敏感指數(NDSI)約-0.683%,並且隨著噪音值的增加而呈遞增之現象,進一步發現機場 噪音對於六樓以上住宅價格之負面影響程度較公寓式住宅嚴重。根據實證結果本文提出以下 政策建議:(1)飛機噪音的防治措施應同時包含航空器改善、都市計畫與經濟手段等;(2)以噪 音貶值敏感指數作為降低財產稅率之基礎;(3)未來在調整機場附近之土地使用管制時,應避 免高密度使用之住宅;(4)噪音費直接用於噪音防制設施,較符合公平效率原則。 |
英文摘要 | Due to the uprising environmental awareness, the aircraft noise problem not only affects the daily life quality of adjacent residents, but also causes the decrease of property value indirectly, which is the so-called "Localized Externalities." In this paper, hedonic price method is employed to estimate the housing price effects of aircraft noise in the vicinity area of Taipei Sung Shan Airport based on data in 1990. The empirical result shows that aircraft noise is capitalized in housing price. The Noise Depreciation Sensitivity Index (NDSI) is about -0.683% for the houses averagely priced at NT$5.51 million around Sung Shan Airport. Furthermore, NDSI increases along with the increase of noise .level. It is also observed that aircraft noise has more significant impact on the prices of housing units above the 6□ floor in apartments. Based on the findings, some suggestions are made as follows: (1) Aircraft noise control must include aircraft improvement, urban planning and economic means. (2) The government may lower residential property tax rate by NDSI. (3) High density housing around the airport should be avoided in the future revision of zoning plan. (4) Noise fees as the cost of preventive facility should be reasonable. |
