中文摘要 | 國家植物園的設立是行政院農委會政策,曾在民國82年委託中國造林事業協會進 行國家植物園規劃及可行性研究,於計畫選出雲林縣古坑以及台中縣后里兩預定地(中國造 林協會,1993)。經由彰化縣政府認為於研究過程與結果有不盡合理之處,特委託作者以科 學量化方法評估彰化縣台糖埤頭農場與該計畫兩預定地基地之優劣,並交行政院審議,經行 政院採納,定為優先考慮基地。 本文以量比方式考量國家植物園設立之各種條件包括(1)較能達成國家植物園主要功 能(2)適宜的植物生育環境(3)服務範圍(4)可及性(5)籌備可行性(6)未來營運管 理可行性管理。 評估是以數學線性組合法(Linear Combination Method)給予每一因素相對權重,因素 之評等採間距性度量,評估結果以玫瑰圖表示包括(1)功能(2)環境(3)可及性等三個 主要目標。其結果以彰化縣埤頭鄉預定地顯示較其他兩預定地具更之優點。 |
英文摘要 | It is the policy of the Agriculture Council of the Executive Yan to establish a National Botanical Garden in Taiwan. The Agriculture Council had contracted the China Forest Association to conduct the study of the possibility and feasibility planning of the National Botanical Garden. Two sites including the Gu-Kwing in Winling County and the Hou-li in Taichung County were suggested. However, Xunghwa County considered the methods used and the results found in the study conducted by the China Forest Association are irrational. The author was requested to conduct an evaluation over the advantage of Pi-tou in Xunghwa County serving as the candidate site of the National Botanic Garden by using scientific quantity method. The evaluation results were summated to the Executive Yan which adapted Pi-tou as a high priority site for the future National Botanic Garden to locate. The evaluation conducted in this study applied quantity method in which key important factors were compared for the selecting of the potential site of the National Botanic Garden were compared. These factors considered include: (1) the functions that future site can serve, (2) the site environment, (3) the service areas, (4) the accessibility to the sites, (5) the acquisition of site, and (6) the future operation in the site. The method of pair-wise comparison is applied to serve this purpose. According to the laws of Comparative Judgement and the Variability Scaling Technique, the factors were paired to compare the importance of each factor and the weights were assigned to all factors compared. The results including the fuctions, environment, and the accessibility from the pair-wise comparison then were plotted on the Rose Evaluation Diagram. These results from the pair-wise comparison show that the Pi-tou site in Xunghwa County is the best candidate site in the selection of the future National Botanic Garden. |
