中文摘要 | 最近國內航空事故之頻傳,使飛安問題成為大眾非常關切之公共政策議題。我國 自民國七十六年實施開放天空政策後,有多家新進業者加入國內航空業之市場,在市場需 求大幅增加之情況下,飛航班次劇幅成長,導致國內航空業生產要素發生供給失調現象, 可能因之影響飛航安全,此一問題實應深入予以檢討。由於開放天空後航空市場趨於競爭 ,業者為降低營運成本提升競爭力,可能會滅少飛機的維修次數及增加飛機的使用頻率。 飛航安全的好壞,維修活動在背後扮演一個不可或缺的角色;而維修活動之運作深受業者 獲利情況的影響,因此業者財務狀況是否正常關係到維修活動及政策的實施。故本文的研 究重點在探討飛航安全績效與獲利力間的關係,企圖了解業者獲利能力的高低對飛航安全 績效的影響。本研究利用國內6家航空公司、民國77年至83年之Panel data假定事故發生機率 呈卜松(poisson)分配之指數函數型態,以最大概似法進行推估,實証研究主要結論如下: (1)獲利力指標(純益率╱經營比率)與事故率指標(每萬班次事故數)在80%的信賴區間 呈負向效果,顯示公司如果前一期的獲利力愈佳時,將會提升本期的飛安績效;(2)不同規 模業者的獲利能力對飛安績效的影響並不顯著,但小規模業者相對於大規模業者而言其所 受影響較大。 |
英文摘要 | Airline safety has become one of the most important public policy issues in Taiwan after recently happened accidents and incidents. The 1987 Open-Sky policy permitted the opening of new routes, and thus has a great impact to the supply side of domestic airline market which is believed to be a possible reason for the high accident and incident rates in the past years. For the propose of lowering operating costs, carriers may try to increase aircrafts' use rate by reducing their maintenance. Since maintenance is a key factor of safety performance and it is significantly influenced by carrier's profitability, therefore, this study aims to analyze the impact of profitability on safety for domestic airline carriers after deregulation. Assuming that the accident and incident rates are poisson distributed, regression models have been estimated using panel data at carrier's level. Major findings include: 1) The profitability index and accident rates (accidents per 10 thousand flights) have negative relationship at 80% confidence level, this indicated that the higher profitability in previous year results in higher safety performance in current year; 2) The firm size has no clear effect on accident and incident rates, but compare to large carrier, profitability effects may be more pronounced for smaller carriers. |
