中文摘要 | 國內公共安全事故頻傳,而在傳播媒體大幅報導之後,更造成社會大眾的惶恐與 不安。有鑑於國內公共安全相關論述中,少見有關傳播媒體角色之討論,本文即從傳播角度 切入,探索媒體在公共安全事件的角色,並據以提出政府對促進公共安全應有之媒體宣傳策 略。本文首先鋪陳公共安全的概念及其社會心理建構,繼而引介傳播理論中的「議題設定」 觀點,說明在公安事件上,新聞對社會大眾與政府部門所造成的影響。其次,本文討論媒體 對重大災害事件的新聞處理方式,及其引人詬病之處。並在「新聞媒體策略」與「公共宣導 計畫」兩方面,對政府部門提出若干具體建議。 |
英文摘要 | Previous research of public safety seldom explores the roles of the mass media during disasters and public crises. This paper aims at bridging this gap. It consists of the following three parts: First, it explores the perspective of agenda-setting to explain the impact of mass media on the public's perceptions of public safety. Next, the paper discusses media coverage of disasters, especially media bias and inaccuracy in highly crisis situations. Finally, and most importantly, the paper suggests the ways that the government should do to decrease the threat of crises. Information subsudies, which means to supply the reporters with enough news materials, can be used for improving the interaction between the government and the press. Mass communication campaigns are disigned to prevent the public from the damage of disasters. Both strategies should be used at the same time to increase public safety. |
