中文摘要 | 交通執法為改善交通秩序、促進安全與遏止犯罪的重要手段,為使各縣市交通執 法功能有效發揮,理當實施公正、合理之績效評比。由過去的研究顯示,以單一目標或準 則進行績效評比有其困難性,所以本研究乃在多目標評估技術下,針對交通安全、交通秩 序、交通順暢及延伸交通執法績效等四個績效衡量面加以研究,嘗試建立一層級式評估模 式。本研究先廣泛蒐集相關文獻及問卷調查,以初擬績效評估指標,並選用德爾菲方法( DELPHI),以擷取十四項代表性績效評估指標,接續用模糊層級分析法(FAHP)構建合理客觀 的評估指標權重,及運用資料包絡分析法(DEA)有效解決不同地區特性問題,最後蒐集八 個縣市警察局三個月實際交通執法資料進行評估模式驗證分析,研究結果顯示本研究所建 立之模式,可有效解決交通執法績效之評比問題。 |
英文摘要 | Traffic enforcement is an important means of maintaining traffic order, promoting public safety and stopping crime. To ensure that every county can perform the traffic enforcement functions efficiently, a fair and rational performance evaluation system must be established. However, the previous studies reveals its deficiency in evalating a performance problem by using a single criterion approach. Thus, this paper uses multi-criteria technique by considering four evaluation faces such as traffic safety, traffic order, traffic fluency and traffic enforcement extension. The proposed model with a hierarchy performance feature has been constructed through an evaluated indicator collection on the basis of extensive literature review and questionnaire investigations. A total of fourteen representative indicators have been selected by using DELPHI method , and the fuzzy analytic hierarchy process(FAHP) have been used to decide to the weight of the indicators. Based on the above results, we use the data envelopment analysis(DEA) method to solve the city relative performance with respect to their local characteristics. Finally, eight different county police bureaus have been selected as testing examples based on 3-month traffic enforcement data. The result shows that the proposed model can solve a practical traffic enforcement performance evaluation problem effectively. |
