英文摘要 | Tsun Hsien Huang's book of "Jih Pen Kao Chil" (The Treatises on Japan) took deep insight studies on the Japanese Meiji Modernization and was one of the most influential books ing the late Ching Dynasty. Being assigned a diplomatic post to station in the Chinese Embassy in Japan from 1877 to 1882, Huang had the opportunity to make a first hand observation of the post-Meiji development of Japanese economy and was quite impressed by it. He introduced the Japanese experience in the Treatises and tried to persuade to Chinese people to mimic Japanese success story by making systematic economic reforms. Huang's thought of economic reform focused on the ways to increase the Chinese national wealth. Regarding the aspect of public finance and monetary reform, he proposed the concept of public budget management and stressed the importance of regulating issuance of national currency. He proposed that the government should pursue sound fiscal stance by setting up annual budget discreetly. In addition, he proposed that the Chinese government should levy and collect all taxes effectively and avoid borrowing from overseas to finance government deficit. Having recognized that industrial development is the major source of national wealth, he proposed that the State should encourage private and public enterprises. He also suggested that the government should encourage product quality improvement, promote domestic markets activities and encourage the development of international trade. Although the authority and intellectuals of the late-Ching Dynasty did not adopt entire reform proposals of Tsun Hsien Huang, we still recognize his contribution in widening international vision of the Chinese people in his time. |
