中文摘要 | 本文的主要目的在於透過決策鬆散組合系統的特質,省察新教育實習制度的困境, 並探討其改善之道。作者將教育部訂頒之新教育實習制度看成是一項決策 ,而各師資培育機 構、實習學校等為履行部訂決策而作的決策則屬一種次一層級的輔助或調應性決策,其彼此間 構成一種決策系統,且具有鬆散組合系統的特質。作者以「決策因素間彼此具有感應聯結, 但又保有分離和獨立性」界定決策鬆散組合系統的意義,並討論其特質。再據以省察新教育 實習制度在目標、輔導人力、促進性資源、輔導機構角色、實習輔導活動、評量、折抵實習 等決策系統面臨的分歧和離異困境。最後提出「因應現行決策體制」及「轉化現行決策體制」 兩類改善新教育實習制度決策鬆散組合系統困境的方法。 |
英文摘要 | The purpose of this article is to inquire policy difficulties and improvements of the newly educational practicum system based on the perspective of loosely coupled system. The newly educational practicum system issued by the Ministry of Education has been regarded as dominant policy, and the implementing activties taken by the institutes such as local governments and teachers colleges have been seen as subpolicy. Both of the polices fonm a relationship of loose coupling. Based on the properties of loose coupling, the author discusses eight policy difficulties shown in implementing the new system, and suggests two sets of strategies for the policy improvement. |
