中文摘要 | 人力資源管理的重要性將隨著環境的變動而越來越重要,但是高階管理者不一定能注意到這種變化,此時人力資源主管必須促使部門角色轉換,而角色轉換議題該如何發起及推銷,才能讓高階管理者注意,並付諸實施,是非常重要的過程。本文嘗試由議題推銷理論(Issue Selling Theory)的觀點對於人力資源主管推動角色轉換可以運用的策略提出一些看法。本文的幾個觀點是: 1. 人力資源功能在組織中的定位應該視組織的需要而定,目前許多企業的問題是需要將人力資源功能由戰術性角色轉換成策略性角色,可是高階管理者卻往往受到一些限制而沒有辦法注意到這個議題的重要性。 2. 導入議題生命週期的觀點,說明一個部門(包含人力資源部門)應該要有不斷推動議題的能力,才能夠得到高階管理者的肯定。而一般的專業功能中,主管在議題的推銷期往往因為缺乏「推銷議題」(selling issues)的能力,而導致議題的推動失敗。 3. 引入議題推銷論探討人力資源功能在角色轉換議題推銷上應該有的作法,並討論角色轉換題的推動之後,人力資源部門必須規劃提昇各子功能的角色。 |
英文摘要 | The importance of human resource managment will increase when the environment changes, but the top management may not notice it. Meanwhile, managers of human resource function should facilitate the transition of department's role. The process of how to initiate and sell the role transition issue to catch the top management's attention is very important. This article tries to apply the "Issue Selling Theory" to the role transition issue of human resource management and to present several strategies for human resource managers to promote the issue. The viewpoints include: 1. Positioning human resource function depends on needs of the organization. The problem is that on one hand the business managers need to change the role of human resource function from tactical to strategic; while on the other hand, they overlook the importance of the issue. 2. The viewpoint of issue's life cycle tells that departments, including human resource management department, must possess the ability to sell issues continuously to catch the attention of the top management. In professional departments, managers' lack of the ability for selling issues often causes it's failure to promote issues. 3. Applying the Issue Selling Theory to role transition issue of human resource function can explicate the practices of selling it to the top management. After the promotion of role transition, the human resource department must enhence the role of it's sub-funtions. |
