中文摘要 | 本研究蒐集台灣北部區域第二高速公路工程,四十一個主體工程標,至民國八十 六年八月底至民國八十六年八月底,施工期間共 707 件合約變更案例, 進行統計分析,並 藉由訪談主辦工程機關、設計與監造顧問機構及承包商等相關單位及人員,以瞭解造成工程 合約變更的實際原因及影響程度。 經本研究探討後,歸納 707 件合約變更案之變更設計原 因有:設計不完善、需求改變、不確定因素、配合施工、業主因素、災害、承包商因素及其 他原因等八類,造成合約變更增帳金額達合約總金額的 17.6 %, 然而,其中包含 9 件重 大合約變更案件,係不可歸責於工程單位原因,經剔除合約變更案之增帳金額後,造成合約 變更增帳金額為合約總金額的 6 %, 其中合約變更影響最大的原因為自然災害、需求改變 及設計不完善等三類,是工程機關應列為工程管理之重點。再者,本研究建議合約變更造成 工程費增加之限度應控制在合約金額的 10 %為適宜,至於設計不完善原因造成工程費增加 之限度,控制在合約金額的 1 %以下是可以考量採用之收據。 |
英文摘要 | The purpose of this study is to investigate the causes and impacts of change orders for the Northern Second Expressway Construction Project in Taiwan which is just completed in 1997. In this study, 707 change orders for the 41 contracts of the Northern Second Expressway projects are collected and analyzed. The causes of change orders are classifiedas eight categories: design flaw, demand change, uncertainty factor, construction coordination, owner's request, disaster, contractor's factor and others. The total cost increase for these changes is about 17.6% of the total project amount. However, 9 major changes which account for 11.4% of the total project amount are mainly result of government policy change or uncontrollable disaster. After eliminating these 9 major changes, the total cost increase of change is reduced to about 6%. Three major categories which management efforts should be focus on are identified as disaster, demand change and design flaw.Finally, the total amount of cost increase caused by change orders is suggested to be less than10%, while most increase caused by design flaw is recommended to be less than 1% of thetotal project amount. |
