中文摘要 | 本文說明主管我國人事的機構--考試院的建制功能、考試特色、興革事項;探討並分析考試院之作業與圖書資訊人員掄才之關係,最後提出對我國圖書資訊人力發展方向之建議:(一) 妥作整體性人力規劃,以求教、考、用密切配合。(二) 用人圖書館應忠實報缺,以免人力不足,相互挖角。(三) 各校圖書資訊系所教學內容應加統整,使之較具一致性,而免考試內容偏頗,僅有部份應考人可以作答。(四) 修正課程充實語文、專門學科、知識加工及資訊課程。(五) 鼓勵畢業生參加國家考試取得公務員任用資格,獲得常任文官之保障。(六) 加強在職進修,充實專業知能。 |
英文摘要 | This article discuses the unique civil service system in Taiwan, Republic of China with description of its historical background and the functions/structure/organization of the Examination Yuan which is the top central government office in charge of civil service in Taiwan. Recent improvements made on examinations, personnel management, protections and training of civil servants are delineated with emphasis on their impacts upon librarians and information workers. The author further analyzes the situation and the issues of the provision and supply of librarian/information worker with suggestions on various measures for the development of human resources in the field of library and information science. |
