英文摘要 | Since its 1976 admission into the G7 club of major industrialized democracies, Canada has regularly acted as an equal major power, influential member, and leader in several areas of distinct Canadian national advantage, interest and values. These areas include multilateral trade liberalization, north-south development with particular regard to Africa, global environmental protection, nuclear arms control, and human rights (in South Africa and in regard to the People's Republic of China over Tienanmien) The advent of Soviet/Russian participation in the G7, beginning in 1991, brought with it a changing membership and focus in the agenda of the G7, reinforcing its role as the central forum for governance in the political security as well as economic sphere. Yet the admission of Russia as virtually a full member of the G7 at the 1997 "Denver Summit of the Eight" had several implications for Asia. Most notably, it represented a restriction on Japan's role as the central power in the region, encouraged some to point to and call for the eventual admission of the PRC into the G7, lessened the standards applied by the G7 for the admission of Russia to the WTO, and restricted the G7's ability to deal with its core economic and trade liberalization agenda (in-cluding the launch of a new round of multilateral trade liberalization, and to take anticipatory action to ensure the stability of the international financial system). The US initiative to include Russian to such an extent, as compensation for Russian acquiescence in NATO enlargement also indicated a prevailing American Eurocentric conception of international order. Although the Canadian government and Prime Minister Chretien officially supported this enhanced inclusion of the Russians, the result was the shift the G7's focus away from areas of comparative advantage. As some within the Canadian government recognized, Canada was unable to use the G7 to further its multilateral trade liberalization agenda, continue its 1995 initiative on the reform of the international financial institutions, and engage non-member middlepowers in the process. In sharp contrast to Canada's current role in APEC, its G7 diplomacy was thus less effective if forwarding those interests it shared with most Asian countries in general, and Taiwan in particular. |
