中文摘要 | 為了因應電信市場日益競爭的趨勢,經營者或管理者常需對各項電信業務擬定各 種經營方案,並隨時根據市場經營環境的改變,對各方案加以評估並選取最佳方案。此外, 為了提昇公司的生產量或銷售量,管理者常常針對各項電信業務,訂定營業目標,並對各營 運單位進行經營績效評估。因此,目標訂定與評估(含方案評估與績效評估)是電信經營所 不可或缺之工具。過去相關方法偏向個人主觀認定,且需耗費較長時間才能獲得一致結果。 因此,本研究將採用灰色理論來處理此問題,從灰關聯分析中發展一套有效的處理程序,來 協助管理者訂定各營運單位的各項電信業務目標,並評估他們的執行績效。我們已利用此計 算方法與程序協助中華電信公司營管處評定北、中、南三區分公司87年度行動電話營運績效 ,並即將進行89年度三區分公司各項重點業務目標的訂定。 |
英文摘要 | In a competitive telecommunication market, administrator or manager often draws up various alternatives of administration and choose the optimal one by evaluating their operational environments. Besides, to increase the products or the sales, a manager usually sets the goal of business for all administration centers and evaluates their performances. Therefore, the goal seting and evaluation is necessary in telecommunication services. In the past, the methods used to set goal and evaluate performance fully depended on experts' subjective recognitions and needed more iterations to acquire the consistent results. In this study, grey system theory is adopted to solve the problem, and then, a solution procedure derived from the grey relational analysis is proposed to set the goal of administration and evaluate the performance in telecommunication services under the consideration of variously operational environments of administration centers. Finally, a case of Mobile Phone Service is illustrated with satisfactory results. |
