英文摘要 | Today's global economy has brought into being a global urban system. In the gloabl hierarchy of cities, every city occupies a position that reflects its relative importance in the spatial articulation of economic and financial activities. For our hierarchy of cities is not a stable equilibrium, the cities may rise or fall in the hierarchy. The author highlighted four major causes that can affect a city's future: the change in exogenous political circumstances; the process of economic restructuring under global competitive conditions, coupled with a city's ability creatively to respond to exogenous change; intercity competition; and the socially and environmentally unsustainable growth. Urban outcomes are to a considerable extant a result of public policies, and the interdependent character of the urban dynamic will shape the future of the cities. But the real question is, how cities will respond to the extraordinary events over which planners and decision makers have litter control. The author mentioned six major policy issues that confront planners concerned with placing their cities in the top rank of the world hierarchy: spatial organization, regional governance, social and environmental sustainability, migrant workers, the rise of civil society, and intercity networks. Development planning is not just a matter of economics. Cities are for the people who live in them, and a city's inhabitants must be assured a way of flourishing in the new economic order. |
