中文摘要 | 臺灣地區貨櫃沿海運輸之課題,主要係導因於貨櫃南北運輸所引發的種種問題與 現象。而臺灣地區貨櫃南北運輸之問題,早在民國 60 年初期,基隆與高雄兩港開始發展貨 櫃運輸之時。該時期多數係因航次之時程因素而有此運量,惟數量不多,為各界所疏忽且缺 少統計數字。至民國 65 年國道高速公路局部通車帶來迅速與便捷的運輸效益,使得貨櫃南 北運送量急劇上升。及至民國 70 年初期,更由於北部港口貨櫃作業能量之不足以及高雄港 陸續實施貨櫃碼頭出租專用之制度等各項因素, 使得此一運量至民國 84 年高達 80 萬至 90 萬個,使得高速公路之交通受到相當程度的影響。 再加上環境保育意識的高漲及能源之 考量等因素,因而漸漸受到各界的重視。 本研究探討如何利用海上運輸來解決貨櫃南北運輸的問題,以「運具移轉」( Modal Shift )方式將幹線貨物之運送,由傳統的公路運輸移轉至具大量運送能力之海上運輸,並就發展 貨櫃沿海運輸之新運送體系提出個人相關建議。 |
英文摘要 | The phenomenon for Taiwan's inland container transport has intensified over the past 25 years. It arose in the beginning of 1970's when the container transport of Keelung and Kaohsiung ports were starting to be developed. It was ignored then for the small amount since the transport took 10 hours through the trunk road between keelung and Kaohsiung. After the middle of 1980's, the large containership had to berth at Kaohsiung port because of the limit of container terminals operation capacity and the obstruction of intertransport system in the Keelung region. Therefore, the work has to be done through other ports for 21% by weight of the import container and 23% of the export container at Keelung port. From 1982 to 1994, the ratio of the inland transport containers was 22%∼27% of import and export in Taiwan area. The problem of the inland container transport was resulted from the unbalance between regional industries and the port infrastructures, as well as prot charge, number of sailing etc. This paper discusses the cause of problem and the modal shift strategy. I hope that the suggestion can be helpful to the development of Taiwan's coastal container transport. |
