中文摘要 | 教育優先區之基本理念,係指政府對於教育資源較為貧乏的地區,優先給予資源 補助,亦即尋求教育資源的有效配置以縮短地區間教育水平的差距。本研究採用灰色關連分 析法以臺灣省二十一縣市九項教育指標為例,進行教育優先區規畫之研究。其研究結果發現 :(1) 以灰色關連度為計算標準,其優先區域順序如下,台東縣、花蓮縣、澎湖縣、基隆市 、台北縣、宜蘭縣、曲栗縣、桃園縣、南投縣、屏東縣、新竹縣、台中市、高雄縣、新竹市 、嘉義縣、台南市、嘉義市、台中縣、彰化縣、雲林縣、台南縣。(2) 教育部對各縣市教育 經費之補助多寡與教育優先區順序之等級相關為- 0.3519( 負相關 ), 由此得知教育部補 助之經費之多寡與教育優先區之順序呈現相反的趨勢,可見教育經費補助並無法充分達到教 育財政上之所謂「垂直公平」,即對差別特性者給予差別之對待,反而促使差距之擴大,增 加其不公平現象。 |
英文摘要 | The basic concept of Educational Priority Areas (EPA) means the government pay the more education finance aid to the area which lack of educational resource. And decrease the differences between the areas from making the educational resource distribution effectively. The research adopts the Gray Relational Analysis (GRA) to the 9 indica-tors from 21 counties and cities at Taiwan Province to plan the EPA. The results finds: (1)from the standards of calculation of GRA, the orders of priority are Taitung County, Hualien County, Penghu County, Keelung City, Taipei County, Ilan County, Miaoli County, Taoyuan County, Nantou County, Pingtung County, Hsinchu County, Taichung City, Kaohsiung County, Hsinchu City, Chiayi County, Tainan City, Chiayi City, Taichung County, Changhua County, Yunlin County, Tainan County. (2) The Department of Education to the county-city's finance aid and order of EPA which rank-order correlation coefficient is -0.3519 (negative correlation). From the result we find that the regional finance aid from the Department of Education is not consistent with the EPA. From the educational finance aid point of view, we can say that the current policy for educational financial aid does not reach the goal of "vertical equality". Inversely, it promotes the distance increasing and enlarge the phenomenon of unequality. |
