中文摘要 | 過去四十多年,臺灣在「獨鍾國語」的語言政策下,產生許多負面的影響;如代 與代的隔閡與疏離、不同語系間的衝突與對立及母語的逐漸式微而無法完整保存等。為使政 府在全面普及國語的前提下,也讓國人能正確使用母語,使其完整保存,在各級學校推動雙 語教育實不容緩。本篇論文首先探討一般人對實施雙語教育的擔憂、疑慮、觀念和看法;本 文接著以人權,法律,教育,文化、語言社會學和語言心理學的角度與觀點來闡述實施國語 和母語並重的雙語教育其重要性與根本原因。 |
英文摘要 | Taiwan's language policy in the past four decades that favors "gouyu" (Mandarin Chinese) has caused many side-effects, such as the gap between generations; conflicts among different speech groups, and foremost the gradual loss of mother tongues--the cultural heritage of our ancestors. To promote our national language "gouyu" and to educate people to use mother tongues correctly as well we to preserve them, bilingual education in schools is the best way to fulfill the proclaimed goals. This paper first presents the worries, doubts and misconsceptions that people hold towards bilingual education. This paper then provides a rationale from the perspectives of human rights, law, edcucation, culture, and socio-psycholinguistics to challenge the misconceptions as well as to illustrate why bilingual education is essential and beneficial to our society. |
