中文摘要 | 基於因應未來加入WTO對稻米產業的衝擊,政府農政單位於「農業政策白皮書」 明確宣示以「良質米」作為取代未來進口米之利器。然臺灣地區推廣良質米已有十餘年的 歷史,其成效甚受各方質疑,本文系就生產效率觀點,以資料包絡分析法驗證良質米之生 產效率,並探究影響效率之因素。 就本文的研究結果,發現不論就生產效率、純粹技術效率或規模效率,良質米的生產 均呈現良好之效率,而其無效率的原因係來自於純粹技術無效率。就地區觀點,生產效率 差的地區有彰化、臺南、臺東及雲林;就品種的觀點,以臺梗二號、臺梗八號、臺中秈十 號及臺中189號具有較高的生產效率。至於影響生產效率之因素,主要是勞動成本、生產 地區及良質米品種。 依本文的研究結果,為未來欲再提升或改善良質米的生產效率,一方面宜朝向同適栽 區內種植單一品種,以凸顯區域的特色;另方面宜審慎的推薦良質米的品種。 |
英文摘要 | From a view point of effects of WTO on Taiwan rice industry, the government claimed that producing high quality rice is the best way to replace the imported rice to reduce the adverse outcomes after joining WTO. Based on the results of this empirical study, it found the production of high quality rice had the sounds good efficiency and production inefficiency came from the inefficiency of pure technic. By production area, the regions of less prodution efficiency were Chunghwa, Tainan, Taitung, and JinLin. By variety, there had the better production efficiency such as No.2 of Taigan, No.8 of Taigan, No.10 of Taichung Shan, and No.139 of Taichung, The factors affecting production efficiency were labor costs, production area, and rice variety. There are two suggestions drawn from the results to promote the production efficiency of high quality rice. One is to plant the single variety in the same production area. The other is to carefully introduce the variety of high quality rice to the farmers. |
