中文摘要 | 糧食問題為國民經濟的基本課題,各國無不重視糧食生產的重要性,並配合糧 食價格政策的引導,以達成若干政策目標。但在不同經濟制體制與經濟發展階段的政治經 濟考量下,各國對糧食價格的取向亦有所差異。依實證結果得知,目前兩岸糧食價格政策 的屬性並不相同,即臺灣為補償性政策,偏重生產者所得的增進,而中國大陸為發展性政 策,強調消費者支出的減輕。依各國經濟發展的經驗來看,目前中國大陸的糧食價格政策 亦正由發展性政策逐漸向補償性政策演變中。此外,政策形成的因子檢定亦顯示:兩岸糧 食價格政策之偏,向係由政治市場的供需與所得分配的動機所決定,反映價格政策與所得 考量的不可分離關係。隨著經濟發展,農業地位的衰退、比較利益的下降,提供與要求農 業保護的政治力量增強,於是促使政策轉趨糧食生產者利益的重視,此為兩岸的共同現象 。 |
英文摘要 | Food crops have political-economic nature. It has been widespread that food Pricing policy biased against producer or for consumer depends on the stage of economic process. Evidence is presented that different property of cross-strait food pricing policy. Taiwan adopts compensation policy to support producer's income. Mainland China presses food price, through development policy, to reduce consumer's expenditure. However, policy property is transforming from biasing toward consumer interest to producer interest in Mainland China. Regression results also show that cross-strait policy formation is consistently determined by political market and income redistribution motives. It reflects that while decreasing in the share of agricultural sector or comparative advent age of food production will tend to provide and demand for policy protection. We cannot separate income consideration from food pricing policy. |
