| 英文摘要 | In thinking about the privatization experience in Eastern European (Czech, Slovak, Hungary, and Poland), it is necessary to consider three important characteristics of that experience: scope of the privatization problem, simulative change with other fundamental structures, and the inherent difficulty in the estimate of the value of state-owned enterprise. This paper gives a brief overview of the types of programs developed in Hungary, Poland, and the former Czechoslovakia. We, then, examine in more detail some aspects of the privatization programs in Czechoslovak and Poland, the two countries that have taken significant steps to mass privatization. While this paper has focussed exclusively on the process of transforming state owned businesses into privately owned firms, we recognize the fact that the growth of the private sector has also reflected to a large extent the formation of entirely new private businesses. Further analyses for the private sector in these countries should focus on policies and systems (e.g. accounting system, the development of capital market, the change of banking system,..etc) that stimulate the growth of this type of entrepreneurial activity both from individual initiative and expansion of international production into this region. The long term welfare of this region may be best served by nurturing and promoting the development of an entrepreneurial class. |
