中文摘要 | 橡皮壩在臺灣地區的設施實例至今約有四十餘座,而大部份為設置於全省各農田 水利會灌概區內之中、小型河川,雖然最早設置之橡皮壩迄今已有二十餘年的歷史;但是否 完全適用於各種地理環境中,則需進一步研究。本研究基於對 AHP 法的存疑:1. 偏好關係 滿足遞移性,但完全遞移性不容易;因此,Saaty 容許不具遞移性的存在,但須測試其一致 性, 而在權重的取得過程中 Saaty 採用了 1 ∼ 9 的名目尺度。 2. 若層級結構中具有 n 個要素,則需進行 n(n-1)/2 個成對比較。 因此,本研究將對 AHP 法進行改良、推導與驗 證,並配合德爾菲技巧、妥協理論整合出一種簡便快速的評選模式 (SAHP)。 在理論驗證後 ,便以彰化農田水利會轄區內之中、小型攔蓄結構物優選做為案例研究對象,在綜合評選結 果中發現:1. 在彰化的研究案例中可以很明確看出,參與問卷的決策者態度較為開放, 亦 即 s=1 時的綜合評選結果與尚未加上妥協理論時的綜合評選結果大致相同, 此種趨勢與現 行彰化農田水利會大力推展橡皮壩有著不謀而合的現象。2. 在 SAHP 模式中,當有 n 個要 素 (評估準則 ) 時, 其實僅需進行 (n-1) 個成對比較便可得到與 AHP 同樣的效果,而在 同時配合德爾菲技巧兩次的往復問卷裡, SAHP 的收斂速度比 AHP 為快, 一致性也比 AHP 高。 |
英文摘要 | There are about 40 fabridams in actual operation in Taiwan. Most are constructed in small to medium streams within the Provincial Irrigation Association areas. Although it has been over 20 years since its first construction, further studies are need to assess the suitability of fabridam use on various geographic environment. This study is based on two queries with the Analytic Hierarchy Process (AHP) method. Firstly preference relationship has to satisfy transitivity. However, complete transitivity is not possible. Therefore, Satty (1977) allows inexistence of transitivity, but the test has to be consistent. He also uses nine class intervlas for the weighing process. Secondly if there are n factors in the hierarchy structure, comparisons have to be performed on n(n-1) /2 pairs. Base on Delphi technique and compromise programming, this study, therefore, attempts to improve, develop and verify, and develops a simple and fast evaluation model call SAHP (Simple Analytic Hierarchy Process). After theoretical validation, this model has been applied to small and medium impoundment structures in the Changhua lrrigation Assocation areas. In Changhua's case study, the decision makers indicated more liberal attitude as seen from the questionaire results. Similar results were obtained using s=1 and widespread promotion of fabridam implemented by the Changhua lrrigetion Association. For n factors evaluation, the SAHP model only requires n-1 pairs comparison and obtains similar results as in the AHP model. When coupled with Delphi's double repetitive questionaire technique, the convergence rate using the SAHP method is faster than using the AHP method. The consistence is also much higher. |
