中文摘要 | 路網疏散規劃是核能電廠緊急應變計畫中重要的一環。由於核能電廠週圍地區之 人口、道路及交通運輸狀況已有改變,因此本研究針對核一、核二與核三電廠緊急計畫區內 有關疏散時間估算的各項資料,重新加以調查、建檔。同時將 TEVACS 系統轉移至 PC(586) 上, 並針對實際需求擴增系統模擬情境與地理資訊展示功能而開發完成 TEVACS'96 疏散決 策支援系統。新版 TEVACS'96 系統包含下列四模組:(1) 系統控制與使用者界面模組,(2) 模擬模式模組,(3) 網路與疏散資料管理模組,(4) 地理圖形資料展示模組。藉由系統展示 畫面,使用者可以選擇: (1) 疏散計畫資料查詢, (2) 動態疏散模擬展示,(3) 系統資料 檔案管理等功能。TEVACS'96 系統可提供六種基本狀況、十七種風向情境,以及全區疏散、 部份疏散、調撥車道、單行道、封閉路段等,共 510 種情境以上之模擬功能。 本研究針對 三個核能電廠的基本狀況、不同風向情境等進行疏散時間之模擬與估算,並指出疏散瓶頸路 段,以及提出因應的交控改善措施、均有具體改善之成果。 |
英文摘要 | This paper presents the updating of the data bases and the development of a PC586-based on-line decision support system, TEVACS'96, for the transportation network evacuation planning of the three nuclear power plants in Taiwan. The surrounding area with a radius of five kilometers, is defined as the Emergency, Planning Zone, EPZ for each of the nuclear power plant, EPZ should be considered to develop the evacuation plans under different scenarios. The TEVACS'96 runs under the PC CWINDOWS environment, and mainly consists of four modules: (1)data-file manager, graphics-file displayer,network simulator and system controller. The network simulator, which is based on the mixed-traffic flow theory and model, simulates the vehicles' movement on the street network and provids the estimated overall evacuation clearance time at the EPZ level as well as the congestion statistics at the road-segment level, The planner can use the real-time graphics display capabilities to visually observe the dynamic change of road congestion bottlenecks throughout the simulated evacuation process. There are at least 510 scenarios, which combines the consideration of different situations of weekday, day or night, wind direction and traffic control measures, all ready built-in the TEVACS'96, In addition, the TEVACS'96 provides varios on-line real-time simulation capabilities to allow the planner to work interactively with the system in order not only to devise better evacuation plans but also to deal with contingent conditions which demands immediate blocking part of the road network. The TEVACS'96 has been applied for nuclear EPZ planning pruposes in Taiwan. We believe that the advanced features of the system should be applicable to network evacuation studies for other planning purposes as well. |
