英文摘要 | Public management as an academic discipline has witnessed two approaches evolving: one functioning as a balancer in policy analysis approach to public policy, the other coming to be termed institutional theory. The former focuses on strategicleadership in framing its theoretical construction, highlighting top-leaders as "negotiators" for they shoulder the comprehensive responsibility of networking withthe environment, within and without. Based on Herbert Simon's decision makingtheory, the latter approach elaborates on dimensions of administrative/organizational behavior, seeking ways to consolidate organizations, thus making them more effective and efficient. In terms of managing top-level decision-making the dual approaches coincide with two dimensions of the strategy perspectives: pattern and position. Defined ascongruent organizational behavior formed over time, and referred to as the organizational dimension, "patterns" may emerge through rational strategic planning or be achieved out of strategies emerging during policy implementation."Position" as a strategy concept refers to how a top-leader of an organization availshimself of strategies to obtain for the organization a "niche" in the whole networkcomprising various organizations and individuals. The essence of public strategic management is so summarized: the strategy-oriented smart leadership aims to, internally, manage a "policy process" to facilitate the growth of deliberately emergent strategies, and, externally, establish a viable mechanism through which the organization's position fits in with its patterns, whichis characterized as "coalignment". |
