中文摘要 | 臺灣地區的政經結構及其運作關係被稱為「統合主義」的政經結構關係,此種體 制造就了政治的穩定與經濟的奇蹟;近年來臺灣在政治、經濟與社會等方面都有了長足的進 步,原住民教育也逐漸受到重視。鑑於教育政策往往與政經結構相互糾葛,筆者乃嘗試採取 政治與經濟科際整合之觀點,從統合主義的政經結構關係及其發展過程,來探討臺灣之原住 民教育政策。大約有 36 萬的臺灣原住民,雖僅占總人口的百分之 1.7,但分布於廣大的地 區;且無論在政治經濟社會文化各方面,都處於相對劣勢。政府對弱勢族群雖有教育優先區 等規畫,對於偏遠山地學校有積極差別待遇的經費補助,但若缺乏與政經發展相配合之原住 民教育政策,仍難以收均衡教育發展之效。由於原住民教育攻策關係著原住民之未來,本文 之目的即在探討 1945 年以來臺灣政經結構之發展,及其與原住民教育政策之關係;首先說 明臺灣的政經發展過程及統合主義政經結構之概念,其次探究政經結構發展與教育政策之關 係,回顧由統合主義到多元主義政經背景條件之演變,及原住民利益團體之訴求;最後就「 五年計畫」、「 EPA 規畫」及「原住民教育法草案」等內容, 敘述當前臺灣地區之原住民 教育政策,並提出結論作為釐訂未來原教政策之參考。 |
英文摘要 | The structure of political economy in Taiwan area was considered a form of "corporatism", this system brings Taiwan's political stability and economic miracle. Recently, Taiwan makes more progress in its politics, economy, and society, with more attention paid to aboriginal education gradually. Because educational policies always get involved with political economy structures, through the viewpoint of corporatism and its process of development, the author adopt the idea of interdisciplinary integration to explore the aboriginal education policies in Taiwan area. The population of aborigines on Taiwan is 364, 970--only 1.7% of the whole population here--but they distribute over the wide areas. They are at a rather inferior position in political, economic, social, and cultural levels. Our government has the plan of "educational priority areas" for them and, according to the idea of "positive discrimination", provides their school with more resources, However, if there is no proper implementation to match these policies, it will not be easy to get the effect of equalizing educational development. Aboriginal education policies may influence aborigines' future. The purpose of this essay is to explore the development of political economy structure in Taiwan area after 1945, and its relationship with aboriginal education policies. First the paper shows the process of political economy development in Taiwan and the general concept of corporatism. Secondly, it explores the relationship between educational policies and the development of political economy, and then looks back to the background changes of political economy from corporatism to pluralism. It also indicates the demand of aboriginal interest groups. Then, it describes Taiwan's present aboriginal education policies, including "5-year Plan", "EPA Plan" and "The Rough Draft of Aboriginal Education ACT". Finally, the conclusion may be useful references in planning future aboriginal education policies. |
