中文摘要 | 臺灣農會係一種多目標及多功能的農民團體。基本上由農民組織而成立並以保障 農民利益、改進農民生產技能、提高農業生產及所得、改善農家生活及發展農村為其宗旨。 農會組織為一個很特殊性的組織。廣義的農民組織必須完成下列一至三個目標: 1.經由銷售產品而提高會員收益。 2.降低生產資材之進貨價格或以提高品質造福農民。 3.昃供新的服務項目或比其他團體提供更為公平的待遇予農民。 以上三個目標彙總起來就可提高農民的實質利益。由臺灣之經驗顯示,一個不能長久提供利 益予會員的組織,它的生命是有限的或是短暫的。 農會組織以外的私人企業已邁向垂直整合地步,因此,農會必須經由現代化之經營及管理, 才能與外面的企業作競爭,但是為達到充分服務會員之境界,必須再加強農會會員之向心力 、經理人員之作業能力及服務品質以及農會公職人員之自律、自清及自立,以建立一個真正 為民所有、為民所享、以及為民所治的的農會組織。 |
英文摘要 | The Farmers' Associations in Taiwan are a federated system of multipurpose cooperative organization, formed by farmers themseleves, for the purpose of carrying out a number of functions such as the promotion of farmers' interests, improvement of their knowledge and skills, increase of their farm production and income, betterment of their living conditions, and development of the rural econmy. Thus, we might say that the FA is a unique organization in the world. In a broad sense, a cooperative, if it is to be more than a passing fancy, must accomplish one, two, or all of the following three things: 1.Increase members' profits from sales of their products. 2.Reduce the price or imporve the quality of the purchase of supplies or necessities for its members, and/or 3.Render new or improved service or give more equitable treatment to its members than others do, An these goals add up to the improvement of the economic wellbeing of the individual members. Many studies in Taiwan have indicated that whatever other benefits these may be from cooperation, the economic benefit is of the foremost importance. Therefore, we may conclude that if the organization can not bring economic benefits to its members, then the organization itself would not last long. Recently there was a tendencey toward more vertical integration in both marketing and supply among the non-cooperative corporations. This growth in size of cooperatives has been necessary both to take advantage of medern management and technology and to complete effectively in the market place. We might say that close control on the membership so as to obtain a business operation oriented to user rather than investor needs was one of the important premises of early cooperation. This was assumed to be obtained by the oneman, one-vote provision in most cooperatives' or FAs' by laws. Somehow, cooperative and FA must find a solution that will help the larger patrons stay loyal and satisfied, and still retain the user-benefit orientation of operation. |
