中文摘要 | 人類對土地資源之利用,隨著人口之增加、科技之發展、組織之進步與社會型態 之轉變,產生大幅度之改變;人類對環境瞭解之不足與不當之土地利用造成之環境災害,經 常無法以工程結構方式完全解決。 本研究以完整而較獨立之地理區域 - 蘭陽平原為範疇進 行水災災害識覺、調適行為及對防災政策反應之研究。本論文主要之研究成果如下: 1. 蘭陽平原沿海地區之土地利用不當造成荒地增加與環境災害。 2. 蘭陽平原之水災災害以近山地區與沿海地區較嚴重。 3. 蘭陽平原水災區之第二期稻作採休耕方式, 沿海地區許多耕地改為養殖魚塭,並因養殖 蝦之病變而變成荒地。 4. 資源使用者之災害識覺受居住地、年齡、教育程度以及職業的影響而有所差異; 而其災 害資訊大都來自電視傳播媒體,並且對發生在周遭以及立即產生損失之災害警覺性較高。 |
英文摘要 | With the increase of population, the develment of technology, and the social change, the use of land resources has made a great change. The misuse of land resources has resulted in the environmental hazards, which usually can not be solved properly by structrual approach. This research conducted a hazard study by environmental hazard perception approach. The study aims to explore the resources users' perception on environmental hazards, their behavioral adjustment, the reaction and the difference of related hazard mitigation policies in an integral and isolated geographic region-the Lan-Yang Plain. The final results of this study are as follows: 1.The eploitation of coastal areas along the Lan-Yang Plain has resulted in the expansion of wasteland and environmental hazard proned areas. 2.The flood areas of the Lan-Yang plain are mostly located in coast area and the area near hills. 3.In the flood areas, the fields lie fallow during the second term of rice corp. A wide arable land is converted to aquacultural ponds and finally becomes the wastland beacuse of the desease of aquacultual shrimps. 4.Resource users' perception on hazard is varied, due to the differences of their residence, age, educational levels and professions. Their information on environmental hazards is derived mostly from TV and they are attentive to the prompt damage of hazard. |
