中文摘要 | 本研究使用條件評價法(contingent valuation method,CVM)來評估農漁村社 區更新計畫的執行績效。在實証分析上,本研究以雲林縣虎尾鎮竹圍子社區為例,使用條件 評價法中單界二分選擇模型, 以 probit 與 logit 模型分別加以估測,其實証結果頗為相 似。在模型中以每月支出金額,家庭人口數,居住時間,自有農地變更成建地坪數,以及社 會,經濟與環境面的平均滿意度等變數均顯著地影響受訪居民對社區更新效益的支付意願。 此一實証結果顯示,農漁村社區更新如能以社區居民的需求以及提昇社區居民生活品質為依 歸,則社區更新計畫的執行效益將更大。最後,本研究發現,在考慮投資貼現率下,虎尾鎮 竹圍子社區更新計畫效益的益本比為 1.1549, 顯示社區更新計畫帶給社區居民的效益大於 其建設投入的成本,農漁村社區更新計畫可繼續推動。 |
英文摘要 | This paper evaluates the renovation programs for rural and fishery communities in Zu-wei Community, Hu-wei Chen, Yun-lin Hsien by using contingent valuation method. From the aspect of empirical analysis, using the regressive coefficient and the significant value of single-bound dichotomous choice for the estimation in contingent valuation method, we find that the estimated results from probit model and logit model are almost the same. The factors affecting the willingness to pay for renovation programs in rural and fishery communities are the expenditures of family, the size of family, the time living in the community, the farm land changing to nonfarm use, and the level of satisfaction in social, economic and environmental conditions. Obviously, if we consider both the needs of rural people and the quality of life in rural communities, the benefits of renovation programs for rural and fishery communities then can be increased accordingly. The main conclusion is that the benefit cost ratio is 1.1549 by using the discount rate of 6.8%. This result indicates that the rural people can take benefits from the renovation programs for rural and fishery communities, thus it is really necessary to continue the renovation programs in rural areas. |
