中文摘要 | 由於傳統內部勞動市場的進用管道係持單一「進口」,較不適用於大型組織人力資源管理的各項實務;且以往人力規劃的各類模型大部份係採遞迴式的馬可夫鏈(Markov Chain)解法,其易形成非線性的現象使模型變得複雜而不容易解。因此,本研究首先立基於組織勞動市場的框架來說明多重進用管道的組織勞動市場將更適合大型組織的人力規劃;其次,我們提出一個簡單易解、實用價值高的線性模型來將組織勞動市場予以模式化。為達到上述兩項目的,本研究係從升遷與進用兩因子的控制來建構一個多重進用管道的組織勞動市場的線性整數規劃模型,俾使組織勞動市場的人力結構能維持穩定發展的狀態且達到該市場內的人事總成本為最低的目標;最後,並以我國防人力系統為例,作十年的人力規劃,以彰顯本研究的價值所在。 |
英文摘要 | (1) Logically, single recruitment channel for traditional internal labor market is not adaptive to human resource management for large organizations. (2) Most manpower planning models in the literature take the recursive solution methods which may result in complex nonlinear state and may not be easy to solve. As indicated above, first, this paper, on the basis of the framework of Organization Labor Markets (OLMs), is to explain that multiple recruitment channels for OLMs are more adaptive to manpower planning of large organizations. Second, we provide a linear model with the advantages of simple, easy solution, and the high practical value for modeling OLMs. Thus, to maintain a stationary manpower structure and to minimize the total personnel cost, we develop a linear integer programming model to simulate their manpower structure by controlling promotion and recruitment manpower in the future. Finally, to highlight the focal point of this paper, we provide an Armed Forces example to illustrate its application for ten years period. |
