中文摘要 | 本主旨在分析行政倫理領域中,於近十餘年興起之德性途徑。全文分別探討德性途徑產生的原因、行政人員所備之德性以及培養德性的方法。就其產生的原因而論,由於以往行政倫理獨重決策技巧探討,有其限制;而德性之樹立,對於倫理行為的維持,能產生更穩定、更長遠的效果。就行政人員所需具備之德性言之,行政人員須備仁慈之公正、關懷民眾、道德企業主義、勇氣及德性模範等德性,培養德性的方法,目前最主要為樹立倫理模範 (exemplar) 的方式,並以此模範的德行作為行政人員效法之對象。目前本途徑遭遇之最大困難,為如何有效和正確地辨識德性。 |
英文摘要 | This article intend to study one of new approach in the field of administrative ethics-virtue approach. 1t is divided into three parts: first part is about the engendering reasons of this approach, second one refer to virtues public administrators shou1d raise, third part is to ana1yze how to cultivate virtues. It is convinced that virtues can produce more clear and stable effects in maintaining ethical behaviors than previous ethical decision making approach. In terms of this approach, public administrators have to build in heart with the virtues of fairness, benevo1ence, courage and intemal goods etc. |
