中文摘要 | 本研究旨在針對台電公司近年來實施之各項電力需求面管理 (Demand--Side Management)措施作整合性成效評估並提出DSM計畫成效評估組 織架構之建議,以供台電公司未來評估DSM計畫及建立DSM計畫評估制度之參 考。 台電公司自民國68年起實施時間電價,為需求面管理(DMS)之開端,近年更實施 可停電力及推廣汽電共生、暫停冷氣、儲冰式空調、吸收式空調、高能源效率設 備(高EER冷氣機、省電燈泡、高效率安定器)、需量控制等措施。本研究之評估 目標即在估算上述項目之抑低尖載淨效果及節約能源效果。 本研究以工程法估算近四年各項DSM措施之成效,研究結果顯示:民國82年累積 DSM抑低尖載之淨效果為3973.@千配,約為抑低I8.3,較民國78年之2387千旺約 成長66,主要的淨效果來自用電習性、可停電力及汽電共生三項。DSM措施之節 約能源量於民國82年達87.85億度,節約率近8.7,主要效果來自汽電共生。 由DSM淨效果之分析顯示,國內DSM措施對抑低尖載有顯著成效,與國外先進國 家相較,成效相當。但比較國內外實施DSM計畫之規模,則可知國內DSM仍有發 展空間。尤其高效率設備不僅可抑低尖載,也可節約能源,最值得推廣。其次, 由推行DSM之成本淨效益分析顯示,近四年之益本比均大於1.0,顯示推行DSM 是有經濟效益的。 本研究參考國外實施DSM計畫的經驗與成果提出多項建議,並提出DSM規劃與評 估小組之組織架構與工作分工。 |
英文摘要 | The objective of this study is to inegratively evaluate theimpacts of DSM programs implemented by Taiwan PowerCompany (TPC) in recent years and propose a DSM programevaluation framework for the purpose of using as a referencefor TPC in the future DSM program evaluation and establish-ment of evaluation framework. The DSM programs of TPC are started with Time - of- Userate in 1979. Recently, interruptible rates, cogeneration,cycling air conditioning, ice-storage air conditioner, absorp-tion-type air conditioner, demand controller, and highefficiency equipments (including high EER air conditioner,energy - saving lamp, high efficiency ballast) have beenpromoted by TPC. The evaluation goals of this study are toestimate the impacts on peak load reduction and electricalenergy saving of above programs. The estimations obtained by using enegineering methodshow that the net impact on peak load reduction from DSMprograms was 3.973.4MW in 1993, about 18.3 of maximumload of that year. This accounts for 66 of the growth from2,387MW in 1989. The major contributios were from effects ofTOU rates, interruptible rates, and cogeneration. In 1993, theelectrical energy saving in DSM programs achieved 8,785 GWh,about 8.7 of total electricity use. The net impacts of DSMprograms in recent five years are shown in detail in this paper. From the impact evaluation of DSM programs, we knowthat the DSM programs implemented in Taiwan have signifi-cant impacts, which are comparable with the results ofadvanced countries. However, from hte comparison of the sizesand budgets of DSM programs implemented in Taiwan and advanced countries, the DSM programs in Taiwan still haveexpandable capacity. Especially, high efficiency equipmentsare worth promotion for reducing peak load and saving energy. The economic analyses of DSM programs show that thebenefit/cost ratios in recent four years all are greater than one,which indicates that the DSM programs implemented in Taiwanare cost-effective. Based on the DSM programs implemented in advancedcountries and their obtained results, several suggestions areproposed. |
