中文摘要 | 政府近年積極爭取加入世界貿易組織(World Trade Organization, WTO),以 提昇國家競爭力。 而加入 WTO 的條件之一即是必須與會員國簽署政府採購協定( Agreement on Government Procurement, GPA )。 GPA 強調公平性、透明化及合理化等原 則,對典型的國營事業如臺電,將造成重大的衝擊,特別是在採購與存控方面。因此,分析 加入 WTO 對臺電公司之材料供應體系的影響,以及如何採取適當之因應對策, 實屬當務之 急。目前由於臺電公司之體系相當龐大,故從物料的分類,請料採購,調撥,運輸及倉儲等 作業都相當複雜而不易作好, 雖然臺電公司已於多年前設計材料管理系統( MMS )及配電 工程管理系統( DCIS )等系統來輔助存控系統的運作,但目前之庫存金額仍相當高,故而 可藉目前要加入 WTO 之際,結合一般存控之理論, 以期藉由原有存控模式之改善而得以大 幅降低庫存。 本研究乃針對臺電公司之需求, 首先分析加入 WTO 對臺電公司之存控系統的影響,並提出 因應對策。此外,我們也依據近三年材料之資料,將臺電集管材料分為穩定用料和不穩定用 料以分別推導出最適之存控模式,研究中並以模擬為工具來驗證最適模式之效率。本研究發 現政府採協定在門檻金額、對待外國廠商之原則、招標方式與公告內容、等標期、申訴制度 及比議價條件上均對臺電公司有所影響,宜及早因應之。模式之模擬結果也顯示,本研究所 推導之模式,在平均庫存量上皆比原有模式佳,臺電公司相關單位可參考本研究成果於實務 運作上,以期有效降低庫存量。 |
英文摘要 | In recent years, Taiwan has geared up for entry into the World Trade Organization (WTO) in order to increase national competitiveness. To be admitted to WTO, one of the basic requirements is to cosign the Agreement on Government Procurement (GPA). The principles of GPA, such as open market, will have huge impacts on the traditional stateowned enterprises, such as the Taiwan Power Company (Taipower), specially on the purchasing and inventory control systems, It is therefore a critical issue for Taipower to analyze and prepare for the impacts that tho ROC's admission to the WTO will have on its logistics system. While Taipower had installed the MMS and the DCIS systems to assist the operations of inventory control several years ago, the logistics system is still too complex for the managers to handle it well and the inventory cost is still relatively high. Integration of modern in ventory models to reduce its inventory therefore become an important by-product before the government cosigns the GPA. The first purpose of this study is to study the impacts that ROC's admission to the WTO will have on Taipower's inventory system. Policies to deal with these impacts are also proposed. Information of some selected A-class materials in the past three years is downloaded from the mainframe in order to classify into the steady and unsteady group, where appropriate inventory nodels are then developed respectively. Simulation is also employed to justify the effectiveness of the proposed models. This project also presents the analysis of the demands forecast subsystem, materials tracking subsystems, and performance reporting subsystems for the A-class materials. Besides, a prototyping window-based computeraided system is developed for the materials requests at Taipower's local business office. The results of this study indicate: (a) Taipower needs to pay attention to the huge impacts when the government joins the WTO, (b) the proposed inventory models are better than the original models based on the simulatioin results, and (c) the distribtued materials information system should be established in the near future. |
